For those of you that don't watch the Simpson's (start! it's hilarious) Skinner is principal of the school, he is extremely cheap and lives with his mother. He absolutely hates the laughter of... well anyone.He is always making some kind of cutback on the schools budget. The song is from one such episode.
I think this is an extremely evil plan because, Skinner is getting rid of all things fun or creative in the school. I mean how are we suppose to create evil plans without such programs! DOOMD wouldn't even exist if it wasn't for band!
